The C.S.A. has a unique set of laws which state that any government branch or incorporated business, has to have a racial mix that mirrors that of the working population as a whole. Since the current percentage of blacks in the CS is roughly 20%, that means that I out of employees as most major companies are black. This does not mean that the blacks at a company are distributed evenly across the payscales and positions available, just that they are employed at that set rate.
Blacks call these the Token laws, instead of the Parity laws, but quietly.
