Laws in the Confederacy are very strict concerning proper identification papers and cards. Everyone from citizens to tourists have to have positive proof of identification on them at all times when in public. This has allowed the C.S.A. to have fairly low incidents of terrorism compared to other North American countries, but there are grumblings about civil liberties and police states.
As technology has advanced, the amount and depth of information included in the packet has increased. The standard papers packet (only the ID card of which is normally carried) has blood type, DNA, retinal patterns, as well as voice and fingerprint scans. Everything needed to insure that the person with the papers is indeed who they should be.
